Dubai has unveiled The Blue and Green Spaces Roadmap 2030, a large-scale urban transformation initiative valued at more than AED 4 billion (about $1.08 billion). The project reflects the emirate’s growing focus on sustainable city development and climate-resilient urban planning as it works to adapt to rising temperatures and rapid population growth.
Presented during the World Governments Summit, The Blue and Green Spaces Roadmap 2030 aims to embed urban green infrastructure and water-based public spaces deeper into the city landscape. The initiative supports Dubai’s broader smart and sustainable urban planning agenda, building on the Dubai 2040 Urban Master Plan and existing green city strategies.
Expanding Urban Green Infrastructure for a Climate-Resilient City
A central goal of The Blue and Green Spaces Roadmap 2030 is to significantly increase accessible green and blue public areas. Plans include planting around 1.5 million trees over the next five years, launching more than 45 landscaping and urban beautification projects, and developing 120 new parks covering nearly 3 million square meters.

These measures are designed to improve urban livability and wellbeing, strengthen biodiversity, enhance air quality, and reduce urban heat island effects, key priorities for climate-resilient cities in arid regions.
Recent progress highlights the scale of Dubai’s green transition. In 2024 alone, the municipality planted more than 216,000 trees and expanded green areas by nearly 400 hectares. By the end of 2024, total green space under municipal management exceeded 52 million square meters.
From Vision to Implementation: Smart and Sustainable Urban Development
The Blue and Green Spaces Roadmap 2030 signals a shift toward treating green and blue infrastructure as core elements of smart city design rather than optional additions. The strategy includes expanding parks, enhancing public beaches, and creating interconnected green corridors that support sustainable city development while strengthening tourism and economic attractiveness.
The initiative also aligns with the Quality of Life Strategy 2033, reinforcing Dubai’s ambition to become a global benchmark for smart and sustainable urban development. As implementation progresses through phased tree-planting programs, park construction, and urban greening projects, the roadmap is expected to play a key role in shaping a more climate-resilient and people-centered urban future.
