On September 26, 2025, the Signal Control China Club organized a study visit to Hong Kong, with support from ITS Hong Kong, AECOM, and Shenzhen Urban Transport Planning & Design Center Digital Technology. The delegation examined the city’s advanced public transport planning, traffic management, and intelligent signal control systems, while also discussing future directions for smart mobility.

With a population of 7.5 million and over 12 million daily public transport journeys, Hong Kong faces some of the world’s highest traffic density. To tackle these challenges, the city began developing intelligent transport systems in the 1970s, pioneering Southeast Asia’s first computerized Area Traffic Control (ATC). Today, nearly all of Hong Kong’s 1,964 signalized junctions are managed under ATC, supported by more than 800 CCTV cameras for real-time monitoring. Pedestrian-friendly measures — from full-time car-free streets to audible traffic signals and adaptive crossing times for vulnerable users — further enhance safety and accessibility.
The mainland delegation included experts from top universities and transport technology firms, while the Hong Kong side was represented by ITS Hong Kong, AECOM, Arup, and others. The exchange provided insights into the full cycle of intelligent transport projects, from planning to implementation, and highlighted how cross-border cooperation can accelerate innovation.
Since its founding in 2017, the Signal Control China Club has organized 24 offline visits to leading companies, institutions, and traffic authorities. With nearly 3,000 registered members, it remains one of the most influential platforms for advancing smart traffic management in China and beyond.
