Abu Dhabi and Baku have established a twin city partnership aimed at deepening cooperation in urban planning, mobility systems, public transport and green infrastructure.
The agreement creates a framework for joint work on mobility transformation, digital twin technologies, traffic operations and broader city management practices. Both cities plan to collaborate on data-driven transport solutions, exchange expertise in smart mobility and align land-use planning with transport infrastructure development.
The partnership also includes joint studies, participation in exhibitions and forums, and regular knowledge exchange between relevant institutions. A key element is the introduction of shared performance indicators, enabling both sides to track progress and replicate successful initiatives.
Cooperation will cover passenger flow management, accessibility standards, pedestrian prioritisation and the integration of redevelopment projects with long-term mobility strategies. The arrangement is expected to support innovation, knowledge transfer and urban resilience in both capitals.
