SaaS Traffic Control in Xuchang: A New Model for Seamless Congestion Management

This article about the implementation of SaaS traffic control in Xuchang is provided by our media partner 7ITSNEWS.

As the viral popularity of the Pang Donglai supermarket triggered a surge in tourism, the city of Xuchang found itself under mounting traffic pressure. With more than 300,000 registered vehicles and key commercial districts serving over 100,000 visitors daily, congestion quickly became part of everyday life. “Getting to Pang Donglai takes longer than shopping there” turned into a familiar local complaint — highlighting the urgent need for smarter traffic solutions. Against this backdrop, SaaS traffic control emerged as a practical response to a growing urban challenge.

Deploying SaaS traffic control without hardware

In September 2025, Xuchang’s traffic police partnered with Baidu intelligent cloud to deploy a SaaS traffic control system, designed to relieve congestion without the time and cost associated with traditional infrastructure upgrades.

The solution was built around three key advantages:

  • No roadside hardware installation, relying instead on Baidu maps’ floating vehicle data for real-time traffic perception
  • AI-powered global control algorithms that dynamically optimize traffic signals across the network
  • Rapid implementation, completed in under two weeks at roughly one-tenth of the cost of conventional systems

This cloud-based approach allowed the city to respond quickly to rising traffic volumes while minimizing disruption and investment risk.

Measurable results in real-world conditions

Powered by the “Famou” intelligent agent, the SaaS traffic control platform began delivering measurable improvements within weeks. By October 22, results from the pilot zones showed:

  • A 13.39% reduction in intersection delays
  • A 28.08% drop in vehicle delays along key corridors such as Tianbao Road and Xinxing Road
  • Rush-hour travel speeds increasing by 13–15%
  • Average trip times reduced from five minutes to just 3.5 minutes, according to resident feedback

These outcomes demonstrated how software-driven traffic management can produce rapid, tangible benefits at the city scale.

From traffic signals to smart parking

Beyond adaptive signal control, the system also extends into smart parking management. Baidu maps now integrates real-time data from 20 parking facilities across Xuchang, guiding drivers to available spaces and recommending optimal routes. This reduces unnecessary circling, further easing congestion in busy commercial areas.

From adaptive signals to guided parking, SaaS traffic control is helping turn “continuous green lights” from an aspiration into a lived experience for drivers and residents alike.

Toward more efficient and human-centered cities

Xuchang’s experience illustrates how cloud-based traffic management can support fast-growing cities facing sudden mobility pressures. By combining real-time data, AI-driven optimization, and rapid deployment, SaaS traffic control offers a scalable model for reducing congestion while improving everyday urban life — showing how technology, when applied thoughtfully, can make cities not just smarter, but more livable.
